PublicDisclosure.org is operated by Public Disclosure Partners. The website and our related services are intended primarily for professional, institutional, and public-sector audiences engaged in records, disclosure, and operational compliance work.

These terms establish clear, reasonable expectations for use of the site and the relationship between Public Disclosure Partners and its users. By accessing the website, you agree to use it consistent with these terms.

01

Use of the Website

You may access PublicDisclosure.org for lawful informational and operational purposes consistent with these terms. By accessing the site, you agree to use it responsibly and in a manner consistent with applicable laws and the expectations of professional and institutional audiences.

You agree not to:

Unauthorized access
Attempt to access non-public areas of the site, accounts, or systems.
Abusive automation
Scrape, crawl, or otherwise extract content in a manner that interferes with normal operation.
Interference
Disrupt, degrade, or attempt to compromise the availability, integrity, or security of the site.
Misrepresentation
Misrepresent your identity, organization, or affiliation in communications submitted through the site.
Unlawful activity
Use the site in furtherance of any unlawful purpose or in violation of applicable laws.
02

Informational Purposes Only

The website and its materials are provided for informational and operational purposes. Content available on the site does not constitute legal advice and should not be relied upon as such.

Public disclosure laws vary materially by jurisdiction and are highly fact-dependent. Organizations should consult qualified legal counsel regarding their specific obligations, exemptions, and procedural requirements.

03

No Attorney–Client Relationship

Use of the website does not create an attorney–client relationship between you and Public Disclosure Partners. Communications submitted through the website do not establish legal representation or a confidential legal relationship.

Public Disclosure Partners is a technology and operational services organization. Any legal services, if offered, would be governed by a separate written engagement and explicitly identified as such.

04

Services & Implementations

Our services may include customized implementations, operational consulting, workflow configuration, AI-assisted decision support, and related compliance infrastructure. Implementations are tailored to the jurisdictional characteristics, organizational structure, and operational realities of each customer.

Specific scopes, deliverables, service levels, fees, data handling obligations, and other commercial terms are governed by separate written agreements between Public Disclosure Partners and the customer. These terms do not by themselves establish a services engagement.

05

AI-Assisted Features

Certain services may include AI-assisted decision support, classification, drafting assistance, or workflow recommendations. These features are designed to operate within human-guided workflows and to support, rather than replace, the judgment of qualified personnel.

Our approach to AI-assisted features reflects:

Human oversight
AI-generated outputs are intended for human review before operational or legal action is taken.
Operational accountability
Customers retain responsibility for final operational, disclosure, and legal determinations.
Bounded scope
AI features are designed for specific operational tasks, not autonomous legal decision-making.
Known limitations
Outputs may be incomplete, inaccurate, or inappropriate for a particular jurisdiction or matter and should be evaluated accordingly.
06

Customer Responsibilities

Customers and their authorized users remain responsible for their own compliance obligations and for the final operational decisions made within their organizations.

Compliance obligations
Determining and meeting applicable legal, regulatory, and contractual obligations.
Disclosure determinations
Final decisions regarding what records are produced, withheld, or redacted.
Internal governance
Maintaining appropriate review, approval, and escalation processes.
User oversight
Managing access, training, and supervision of personnel using the platform.
Legal review
Engaging qualified counsel where matters warrant legal review.
07

Confidentiality & Sensitive Information

Please do not transmit highly sensitive, confidential, or privileged information through public website forms unless we have specifically requested it through an appropriate secure channel.

Confidential information exchanged in the course of an engagement is governed by the applicable services or non-disclosure agreement. We maintain reasonable administrative, technical, and organizational safeguards, but no system can guarantee absolute security.

08

Intellectual Property

The website and its content — including text, graphics, branding, software, workflows, and other materials — are owned by Public Disclosure Partners or its licensors and are protected by applicable intellectual property laws.

You may not reproduce, modify, distribute, or create derivative works from the site or its materials, except as expressly permitted by these terms, a separate written agreement, or applicable law.

09

Third-Party Services

The platform may rely on third-party infrastructure, integrations, or services. While we select and oversee providers with care, Public Disclosure Partners is not responsible for the performance, availability, or actions of third-party systems beyond our reasonable control.

10

Disclaimers

The website and services are made available on an "as available" basis. While we work to provide reliable, accurate, and well-maintained services, we do not guarantee that the site or services will be uninterrupted, error-free, or that information will be complete or current in every circumstance.

Public disclosure compliance is inherently jurisdiction-specific and fact-dependent. Information and tools provided through the site should be evaluated in the context of the user's specific jurisdiction, organization, and matter.

11

Limitation of Liability

To the extent permitted by applicable law, and except where otherwise agreed in a separate written agreement, Public Disclosure Partners and its affiliates, officers, employees, and agents will not be liable for indirect, incidental, special, consequential, or punitive damages arising out of or related to use of the website.

Liability arising out of a paid services engagement is governed by the separate written agreement between the parties, which may include negotiated limitations appropriate to the institutional context.

12

Indemnification

You agree to indemnify and hold harmless Public Disclosure Partners from claims arising out of your misuse of the website, your unlawful activity in connection with the website, or your material violation of these terms. This obligation does not apply to claims arising from our own negligence or willful misconduct, or as otherwise modified by a separate written agreement.

13

Modifications

We may update the website, services, or these terms from time to time to reflect changes in our practices, technology, or applicable considerations. Updated terms become effective upon posting or other reasonable notice. Continued use of the website following an update constitutes acceptance of the revised terms.

14

Termination of Access

We may suspend or restrict access to the website where we reasonably believe it is necessary to address misuse, security concerns, or material violations of these terms. Where appropriate, we aim to do so in a measured and proportionate manner.

15

Governing Law

These terms are governed by the laws of the State of Washington, without regard to its conflict of laws principles. Any dispute arising out of or relating to these terms or use of the website will be brought exclusively in the state or federal courts located in Pierce County, Washington, and the parties consent to the personal jurisdiction and venue of those courts.

Services engagements may specify different governing law or venue in the applicable written agreement.
